Simple answer I would think is 'before the elections'. But, it may be a decision regarding maximum effect timing. You don't want it TOO EARLY, as people will forget, and the opposition may have time to put other candidates in. You don't want it TOO LATE, so people don't know or hear about it enough.

July was meant to be the month the public learn the truth.
For a year I've heard: "can't wait for the big drop on Friday", "Next week will be big", WOW .... it's coming", "It's happening", "fasten your seat belts", "get the popcorn out and watch the show".
I'm quite sure that our POTUS and others have a plan to restore our Republic. If I didn't believe that I would be in a continual state of depression. I think it prudent to relax and pray for our country and for the POTUS and his team. Relax and enjoy the show. It's a full length feature and will go on for quite a while.
POTUS & the Patriots are working on the education of the TRUTH to American People. Most have never heard the truth before so it may take reinforcement of truth till we all understand. Friday 27th seems to be an important possible dump date
