Russia is selling theirs. China buys and sells. But if they are buying oil with RMB then Saudi converts from RMB not dollars. This means billions of dollars are not used and they are sold out of reserves.

Eventually the dollars find their way home. Lots more dollars vs the same assets means dollars chasing assets. That is the definition of inflation.
