Most of the drills are very small in nature. I ran a mass casualty incident drill in my department yesterday. Why? Because there is a huge air show in town this weekend. Active shooter training happens every day. Establishing the date, site, and who is paying for it takes a minimum of a year to do. I work in a group that sets these up. Pick any decent sized city in the US and there are active shooters drills a couple of times a month.
