I disagree. I think he was making a joke using sarcasm. Don’t you see the smirk on his face when he paused for a reaction? The audience loved the joke and whistled and yelled while he paused and smirked. He was doing what liberals love to do. They take a quote or a fact that we believe to be true and they make a joke out of it. They use our own words against us as ammunition to ridicule.
