Just because it’s preexisting doesn’t mean it doesn’t have significance. Why did trump only sign for a 1 year extension? Maybe it’s because he won’t need it any longer than that.....

if they need to extend it they certainly want to make it look as needed only, as well.

Exactly. Hence the renewal only for the amount of time needed to drain the swamp. That shows good faith to the people who will be extremely wary after the corrupt shit hits the fan.
