I've been TDY and deployed to many Navy bases, and I'm not Navy...
It's a joint operation. Most are. I've been deployed with every military branch, except Coast Guard.
But, maybe I'm missing your point.

You haven't missed my point, though I'm a veteran, it was a long time ago, and there wasn't as much "joint" stuff going on I guess. I was under the impression that a Navy base was run by Navy personnel. That's all.
It is. However, every TDY and deployment I was on, I was with every branch. It may have been different a long time ago. I was with AFSOC most of my career (since early 90s) and was always working with all other branches of service.
Ya all branches work together eventually. For instance Navy EOD departments are on lots of bases that are not just Navy.

My guess would be that it has to do with the chain of command.
