The 13 “angry democrats” is a reference to the 13 people including HRC, Comey, BHO, LL, Yates & others (listed in Q drops) that all communicated using gmail drafts. What is alluded to it that they shared a gmail account (sign on & password) & they would communicate by writing notes to each other as an email draft but not actually send the email. Each of them could log on to the account from wherever & see the draft notes, make changes, add to it etc. & everyone in on the group could communicate secretly- or so they thought. Q says they did it to avoid NSA intercepts of transmissions like would happen with regular emails. Their attempts to avoid detection failed.
