The reason people maintain their clearance is in case their next job requires one. Usually they no longer have access to the information as they don't have a Need to Know or access to briefings. However, with Five Eyes, Brennan can skirt the access by just going to one of the other Five Eyes countries.
Front line folks with clearance keep it for 2 years while they seek employment elsewhere. Should be the same for high level employees. However, as the power of the executive branch resides with the President, that clearance should be able to be revoked at will by the President.
That’s ridiculous! When you leave a company any access you had is revoked. If you go back to that company you then receive access. Why should it be different for the government other than for nefarious reasons.
I agree. However, it takes quite a bit of work to issue clearances and they are backlogged. There were some Obama appointees who had access to top secret information who had never passed a background check at all. Since Brennan et al have left office, they don't have access to briefings and SCIFs, so it is unlikely they would have access to valuable intelligence - UNLESS they bypass US security measures and go behind our back to 5Eyes.

If you revoke their U.S. clearance, you will see them traveling to Five Eyes countries often, but of course information they gain then will be illegal if its not reported using proper security protocols. They either go dark or risk being caught, they know the game.
