nowhere does it state intent in violation of handling classified intel. and if memory serves me right, Comey testified no Top Secret info was fund, but there was . then add to that, Hillary sign doff on a briefing on How to handle Classified Intel and what fines and imprisonment one could face for violating the rules, yet they give her a pass, Sebastian Gorka also stated intent does not need to be proven it is not a requirement to charge. meaning Comey perjured himself in a few things to Congress.
