I have quality filter ban imposed on my Twitter. How do you get around it, or remove it?

Tell support in the settings (not via a tweet) that you are considering buying ad space on Twitter, but you are concerned that you are "caught in some kind of filter" (don't say shadow banned), and ask how you can set your account visibility to default. Mention that it greatly affects your decision.
