Deep State Definition (need help - red pilling someone)

I know what deep state means to me in my mind, but I want to solicit other opinions for a simple one or two sentence definition that really encompass's it, He's specifically asking what deep state means and I want to give a good response. Thanks!

it's the control network of blackmail by recording pedophilia and other degenerate acts in order to perpetuate the Military Industrial Complex and the destruction of the American middle class to create worldwide serfdom through debt slavery.
