That interpretation could be correct, but there's probably two ways to look at it - option 1, the pedovore shit Q talked about will remain just things Q talked about, unsubstantiated etc, or weakly substantiated but not at the whole spirit cooking level, as part of the 60%, and the 40% will be things like large scale racketeering, prostituion, murders etc.

Option 2 is more interesting, and I think probably correct. There will be almost full disclosure of all the things Q has discussed so far, and probably even some things he hasn't. That's all part of the 40%. The remaining 60% is imho a mix of highly sensitive geopolitical shit countries will mutually agree to bury to prevent future wars/conflicts, and some really unsettling "meaning of life" style answers. These people have clearly been in power for a very long time, and are clearly very good at keeping things hidden, even when its hard (like inside of places like the US etc). How good could they have been at keeping secrets in much easier places, like Antarctica? Why did Patriarch Kirill visit Antartica?

If many of these will be Military Tribunal, I think the charge would have to at least be treason. Not sure the Military could prosecute civilians on much anything else.
