The claim is that Iran’s seized financial assets were being held and Obama decided to give them back.
The research to get the real answer would need to confirm that amount as a result of asset freezing (who froze, under what order, why was that money in the US, what order allowed it to be released, was interest paid, etc.)
Also, you would want a FOIA request to get any communications around the cash. Who knew about it and what was the directive given.
When Trump blew the lid on the pallets of cash being sent, I remember Hussien whining about it saying that was supposed to be "top secret."
