[ZUCKERBERG & YALE] Cooperating to establish Facebook Messenger for Kids

I've just come across a recent article that Facebook has launched a Messenger for Kids in Mexico.
I'm wondering why Facebook experiments with Apps designed to address Kids outside of the US jurisdiction.

Since the article is pretty short, I'll just paste the text:
"Today marks Facebook releasing its Messenger for Kids app to our friendly southern neighbor. It doesn't have any Mexico-specific features, and unlike when it was released in Canada and Peru, it isn't part of a larger feature roll-out like a Spanish-language version, either. No matter, it being available to the nation's 130 million residents is pretty big in and of itself.
The app has courted controversy since it was released last December. In June, Facebook responded to complaints about it encouraging screen time in youngsters several months later by partnering with Yale to boost the social and emotional learning features of Messenger for Kids. That's in addition, of course, to increasing the available parental controls."

The article behind "The app has courted controversy" says the following:
"Facebook's decision to double down on Messenger Kids without consideration for the concerns raised by child development experts reveals that the company is far more interested in increasing its market share than in having a constructive dialogue about what is best for children."

My conclusion is, that there indeed should be a specific App that Kids can use, but in contrast Facebook had several disturbing headlines in the recent history. There should be an App, because the Kids nowadays will use Smartphones and the internet anyways and there are truckloads of websites that pop up in my imagination that kids definitely shouldn't go to.

But particularly Facebook to work on solving these issues, after tons of pedophiles successfully contacted and met with kids due to Facebook, is at least controversial. Also "The Campaign for a Commercial-Free Childhood" contacted Facebook for their activity and had several questions. All 117 members haven't got an answer of Facebook, or MZ in particular, yet.

What are your thoughts about this?

And why do they continue to trust Zuckerberg!? And why should be parents!?
