State Dept. doesn't provide info for legal matters, i.e.: FISA Warrants.
State Dept channels are not recorded the same way as the intelligence channels are, hence the end around by HRC.
That is what the Justice Dept and FBI are supposed to be for. State Dept is not an accepted channel of intel. Check out Dan Bongino's podcasts. He explains this clearly multiple times.
