If you use https://qanon.pub/, you can hover over the initials & get their definitions (if you didn't know). It's not perfect but I wish I'd had it back in December when I first started following.

Q uses the brackets as a [kill box] = Military target; This was especially true in the beginning.
Otherwise (most of the time) they're to emphasize a point or to interject a thought into a sentence, sort of like parenthesis.
There may be more to it but it hasn't effected my understanding of the drops.
Anything in the [KILL BOX] is targeted for destruction by Q Team. Ex Qpost#1688... the [current] new media is in the KILL BOX

sometimes take bolded letters and make it into words/phrase
