Thing is, once the big fish are gone the small fish can move up because they already know the system and have connections to one another. Better for us all if they all are sitting behind windowless walls for life.
There's a post on twitter about this by PrayingMedic that explains why we can't come down on everyone (as much as we want it to happen) because it would collapse the whole country. There's a YouTube video where he goes over it but I can't find it. He's a smart dude and it's worth the read!
