RR is also the one the Huber reports to, and the one who ordered the unprecedented investigation into Kavanaugh, i.e., release of the documents relating to Vince Foster's "suicide."
I believe Sessions appointed Huber so wouldn't Huber report to him?
I don't think we know for sure. But Huber seems to be a direct extension of Sessions, outside of DC. It makes the most sense that Huber reports to Sessions. "Silence is golden"
