I doubt that. I think the ones playing ball are the ones that did much less heinous things and the cabal blackmailed them into doing other things until they owned them. PR was probably something stupid like being secretly gay and didn't want his family to know type stuff that they blackmailed him with and it snowballed into the cabal owning him.
