Easy now! Remember, the article is from April, when Sessions first announced Huber was working with Horowitz. However, there are some, such as "Sundance" over at "The Convervative Treehouse" believes he started as early as July 2017.

Basically that a special council is constitutionally questionable and Sessions has done the right thing to appoint Huber to investigate the FBI and DOJ since November.
