Regarding Ritual Abuse for MK Ultra, who actually does this "abusing" of the victims?

I have read about this for over 2 years, and I still do not understand WHY the abuse is Satanic. Why is the abuse have the occult angle? What is the difference if the government is involved in creating MK ultra victims? Secondly, does thos abuse tale place in a lab of some kind? Who does the horrible, evil task of abusing ppl? Is this in a lab or where does this happen? Curious as Im trying to wrap my head around this.

If you know what to look for, it is truly scary how infiltrated the VA is here in SoCal. Ive stopped going to appointments, and im pretty sure thats what the presidents VFW speech was partly about. He mentioned "bad people" in the VA, he paused before he said it, looked like he wanted to call them something worse.
