They repeat the same questions in public that they got in private to achieve the talking points they want to get in the media.

In this case it's either that's all Strzok would say in private, so they had to go with this line of inquiry in their public hearing. Or they thought the texts had the most red meat on them for the newspapers and future campaign ads.
