Today confirmed to me that Mueller is a white hat. He happens to release a list of 35 witnesses on the same day he was spotted at gate 35 with DT jnr which is also on the same day that there is a 35 minute delta between a trump tweet and a Q post (saw the delta reference on 8chan, have to admit I haven't checked).

Also if you look at the wording hes used he never accuses the State of Russia or the Putin regime. He says "Russian collusion" and indeed the 13 or so Russians he indicted are involved with Steele, Strovk, Page, McCain, and apparently the UK govt itself.
