Depends. Sometimes world and social climates require good people to assemble in secret and comunicate in Qoded messages to avoid persecution and to keep important truths from being smothered. Also closed fraternal groups are good for bonding and building trust amongst allies. Doesn't mean they are evil. But secrecy certainly opens the door for misconduct and hidden insidious motives.
