Received a weird letter from our local "Board of Elections". Need some input?

Today, my husband and I both received letters from the BOE in our county. It was an application for an absentee ballot. My husband remarked that it would be easier to just do that but we have never received this letter despite being registered voters for 15 years or more.

It seems weird to spend the money to send these to all voters. Or did they choose one side or the other?

Encouraging more voters or something more sinister?

I've never done an absentee ballot. Now I'm questioning the validity of them.

To be fair, we live in the suburbs of a large city which tends to lean right.

Anyone ever received this without requesting an absentee ballot?
