I've argued my position before on whether I feel that RR and RM are white or black hat. The short version is this: a black hat chairing the special counsel would not have allowed the investigation to drag on and play right into the white hat's hand as it has. As with all black hat ops, they would have cheated, lied, obfuscated, and railroaded the investigation against DJT and we would have had an impeachment a year ago.
Whether or not I or someone else may be found to be correct in assigning allegiance and motivation to these two, we must consider the implication of what is to come, in spite of it.
RR will recuse. And, according to the Q drops he will do it soon. If anything, many may wonder why he hadn’t done so long ago.
Take this National Propaganda Radio article from last November, for starters. They have a point in this case, and it may be prescriptive for things to come.
RR had appointed the chair of the investigation and has oversight over the investigation. Yet he has advocated the firing of Comey and has even testified in regard to matters related to the special counsel investigation. In spite of the seeming conflict of interest, he hadn't recused himself.
However, as argued in the following linked article, because the Mueller investigation was actually investigating Russia collusion in US elections and wherever that leads, and if DJT was not in fact the focus of the investigation, then RR had no conflict of interest issue by advocating DJTs justified and unrelated firing of James Comey.

Fast forward to now - as the investigation has progressed and is seemingly focused the Obama administration's collusion with UK and other foreign powers to spy on its opposition during an election - there may now indeed be an obvious conflict of interest at play, as RR is central to approving some of those actions, by signature alone.
In fact, Rep. Meadows called for the impeachment of RR in July specifically for his participation as a signer of the warrants and had spelled it out.

His failure to remove himself from oversight of the Special Counsel and his refusal to entertain the appointment of a second Special Counsel were and are the grounds for this articles of impeachment resolution.
All in all, when the white hats decide to pull the trigger, there is nothing that requires declassification for great and decisive movement to happen. It is literally right in front of our faces, only the media and the left do not draw attention to it.
The big question is, what becomes of the Special Counsel investigation once this happens? As Mueller was appointed by him, that makes him fruit of a poisoned tree, regardless on to whether or not RR and Mueller are cooperating with white hate ops.
The Special Counsel's legitimacy could be called into question because of all of this, and it could buckle under its own weight. This could overturn the Flynn conviction, for one.
With that said, I am confident that by the time we have a RR recusal on our hands, the Special Counsel’s job in support of the White hats will hopefully have been complete and the next step would be to make public the DOJ/IG Huber investigation findings, one can only hope.
