I think if the message is along the lines of exposing the corruption leading to the trillions of US debt and the services denied taxpayers because of that (VA, real health insurance, etc.), then whoever gets rolled up because of those charges will be of secondary importance, initially.
IOW, the good guys have to sell the enormity of the scam that was done on the US taxpayers.
All criminals involved would be put in a public list of the scam artists.
A "Scam Artists Arrested" headline along with, "here's the list" wouldn't invoke the level of protests that an "Obama Arrested" would, IMO.
