They have a number of small centers for handicapped people…use tons of experimental meds on them… makes. Those over 18 sign a waiver for the experiment drugs… BAD BAD PLACES!!!!!!!!!!!! If a development delayed person raises too much a fuss, they take all meds from them, essentially turning them to human veggies. Then reintroduce meds one at a time till they get them to behave like they want. They are evil evil people!!!! They also beat and restrain patients whom they feel are too disruptive.
