Twitter archive is in GMT if you try to export. They pull directly from Twitter API so it comes in the servers timezone.
Twitter will display a tweet in whatever timezone you access it from.
Ive been creating a trump tweet csv with all EST timezone if you interested. Ive already posted earlier.
