We do not know who did it. However, NIST contractor Applied Research Associates (ARA), develop and manufacturer energy weapons. Also, ARA hold a contract with the US government to know anything about any weapon of mass destruction that exists, or is being developed, anywhere. So they can not only identify what technology, but who’s technology.
