I read something to that effect in the last couple days. It was a passing sidebar to something else I was into at the time. Anyway, I didn't chase it for the simple reason it seemed more historical than a current happening. I don't know this to be a fact, but that would be my impression as I've been trying to stay current with the news and that's not where I saw that.
