Rosenstein did write the memo that gave Trump 10x the reasons he needed to fire Comey. Then he complained about it, but how could that be serious? Even though he used it as an "excuse" to bring in Mueller – still it defies normal standards and is clearly ridiculous to say Trump misused what he wrote. So I guess that part was an act.
