They tried to take him out for Bush, failed… so went to plan B of manipulating him towards the policies they wanted. Probably helped that he legit did get Alzheimer's later, maybe they gave it to him, or threatened Nancy, who knows. Bush still got to be President, so it all worked out for them eventually. They play a long game.
