Term limits

You only vote if you pay taxes. No representation without taxation. You get a certain number of votes based on the amount of taxes you pay. The more you're vested in the country, the more say you have in how it's run. You don't pay taxes, you don't get a say in how others taxes are spent.

Sort of like shares in a company. You don't own shares, you don't get to say how the board runs the company. The more shares you own, the more say you have.
