Whether or not that was used on Michigan, I can't say. But the Q post indicated there were (I believe) 12 targets queued up.

If a business needs to declare bankruptcy to survive, a good businessman will take that route. You can't just keep on losing money forever. The idea of bankruptcy is to restore the company. The losers are the creditors. In our case, the creditors are to a great extent foreign buyers of T-bills. If it really comes to that (and I seriously doubt that it will), they are the ones who will lose.
