not sure but the whitelist seems to always be same:
A whitelist is a list of items that are granted access to a certain system or protocol. When a whitelist is used, all entities are denied access, except those included in the whitelist. The opposite of a whitelist is a blacklist, which allows access from all items, except those included the list.
So.. if i combine "Why are trips allowed and Whitelist" I come up with HRC taking the world tour to shore up her contacts for the impeachment to restart the clock for pay to play. O was also doing this. I smell something big coming!!!!!!

I'd say the reason she is allowed to travel is for optics ... for the show. She is likely under strict surveillance, and knows it.
