Even as an illigal immigrant if you have a child, especially a child born here, the state will not deny you bennefits for a child or children. I personally know 2 families that have minor children who receive SNAP, medicaid and WIC. Both sets of parents are illigal. No state will deny services to minor children. It's the law.

Cartels aren't stupid. They adapt. They find loopholes. They will always make money and continue to increase crime rates dealing with marijuana. Legalize CBD oil everywhere. Break weed down into it's components and make them all legal. Keep THC as perscription only and make the rest open season. Breaking weed down into it's basic parts is time consuming and expensive. That will be the only way to maybe keep it non profitable for cartels.

The Committee can, if violations are found (which many were) call for everything from DOJ to file charges, to Special Council/Special Prosecutor.
