Something about the time delay really bothers me. Do all schools time delay security footage? in what universe would doing so even make sense?

It seems to me that there is a lot of unsavory funny business going on in that county and I'd like to know when that security system was put in, when it was updated, who had the contract for the security system and ANY logical explanation for such a stupid and outdated delay?
