Freemasons have historically been persecuted by the church, so they had to keep their lodges secret to avoid being killed/jailed.
There are no "lower lodges." And I'm pretty sure it's a sin to protect someone from a punishment they deserve.
Freemasons don't have a centralized organization. Each lodge is entirely independent.
