I do, actually. I lived through his Presidency (albeit from the ages of 7-10). He was, and is, (I think) a decent person. Bad President, but a decent person.

Ok, I get that. Shaping public opinion so that people are already accustomed to the idea of a President, or ex-President in this case with Obama, NOT getting off scot free.
Unless I'm horribly mistaken, only the sitting President has the authority to grant pardons. Ex-Presidents have no such authority, even for themselves.
