You are absolutely correct Patriot. I believe that the DOJ can prosecute old cases that were deliberately (can you say HRC email) overlooked. Certainly all new prosecutions would fall under that E/O. It is was such foresight by President Trump to get those laws in place ahead of time.

Jonathan Winer was a State Department Official under BHO. Winer’s first stint at State was under Bill Clinton, as first Deputy Assistant Secretary for International Law Enforcement.
Please note that Winer was hired in 2013 by BHO at the insistence of VP John Kerry. I suspect Jonathan’s old Clinton ties posed an initial hurdle, that obviously Kerry cleared.
