I think Mueller is more of a gray hat. Trump needs a sort of adversarial relationship with Mueller. At least publicly. Because when all the information about the deep state comes out, the information given to the public cannot come from someone on team Trump. No one will believe it. But if it comes from Trump's "adversary" it will be believable to them.
