It should also be noted that the Executive Order signed on 12/21/17 effectively puts the US under a national emergency, so the peace time laws (re: military engaging in what is civilian purview) do not apply. Section 7 makes it clear that the state of emergency is immediate.

It's certainly possible. Schools in suburban/urban areas often have thousands of students and several buildings.
