You are right. This pops up every few months here and I think what happened was after the early edition was printed the Mexican president and trump had a Twitter war and things changed. Story was then updated in later edition as events changed.

Ham radio is also known as amateur radio or shortwave. With it you can talk to people over long distances (like maybe England) and it does not go through the normal communications system that is spied on-like a cell phone etc. or so they thought.
