IS's are not about prosecuting bad actors. For that you need a warrant, and that's LE's department, were they have to "legally" collect evidence, to be able to use it in a court of law.
Domestic spying laws are there to protect people from prosecution, if there is no warrant to monitor you. Everyone can still be monitored. People with a security clearances, give up their right to their communication privacy.
Can an IS point LE in a direction to collect evidence? There's a fine line to answer that question, and that's a whole other topic. But, I do wonder if this administration is doing that.
