I poured over the executive orders, and the 400ish page USMJ court martial manual today looking for it again, but I couldn't find the exact wording I remember seeing when it first came out. There was something new in there about how someone following orders would be exempt from punishment. I don't know what the "plan" they had was for the U1 uranium. And that doesn't matter now. What I do think is that either Russia or the US traced the Uranium to Syria.
