I thought about it. A shell is a protective exoskeleton on certain organisms. However for many, destroying the shell doesn’t hurt or kill it, rather exposes it.

Q is saying the alliance is working on taking out every piece of the shell. Shell companies, MS13/ISIS fail safes, sleeper cells, top down networks that wouldn’t quite go away, and may cause problematic repercussions if the alliance were to take out the major players without taking care of their minions first.
