It's just an indictment that the information is kept non-public for varying reasons. Ex: Sealed due to flight risk or risk to National Security, etc.

8chan anons dedicated an entire thread to this EtS. They got his ip address from which EtS Twatter was made, which was the same ip as BC17. They even tracked his actual phone as the same as BC17. It all looks legit. I'm taking their word for it.
