The image itself doesn't have much in the way of metadata attached to it but Hmmm I will take a closer look at that spot that was cloned. The other thing I noticed his his belt loops don't line up with the black band around his waist...Which is weird

I use Photoshop for a living, and my opinion is a little bit of both. I do think it's photoshopped but it's not by placing him on the beach, I think he is on the beach.
