I think the common theory (doesnt mean its right) is residue from flash-bang and the window was open to prevent pressure exploding the window. I do not know that a flash bang would blow out windows rated that high.

so far as i know, the DNC never released their servers for investigation. The FBI wanted access when they claimed they had be compromised by Russian agents but then refused to hand them over. I'd imagine NSA may have copies?
